    In ponad we've got hostpart www.hostpark.pl . There is very good hosting.
    Also cheap domains, but if u want the cheapest hosting i think that it's www.boo.pl (about 1$/month). If u want u can also use one of the sites offering the free hosting :)

    So you want the cheapest regardless of downtime, lack of features, service, etc??

    You could always go for a www.domain.be as they are completely free the first year.

    Then you can get dns service for free (I get it in Denmark, but there must be more of those around)

    Hosting you can also get for free. I have reasonable control over my sites by pointing them towards a sub domain (like on my blog).

    All is for free until I've had the .be domain for a year.

    I know that at some point you are simply going to have to start using a paid hosting service, but for beginners who need to test and develop their skills before investing too much money this is a good way to do it.

    www.asmallorange has budget plans available. I have one small site that I needed off our network hosted there. There hasn't been any issues with it at all.
