    I think it's allowed. There are links to the posts and blogger allows you to set your home page with 0 posts.

    Don't fool yourself. It's NOT allowed. No content, ads only, doorpage - all these are against AdSense TOS.

    What about web directories. They're all links to external sites yet they're allowed by G.
