Here's some of the factors that helped me bring my site up:

    1) Quality content - regularly publishing 400-500 keyword-rich articles about site topic. Great formatting, grab text, and images definitely helps
    2) Internal linking - link related pages or articles on your site to spread the link juice love
    3) Forum and blog posts on high-PR sites - use your keywords to promote your pages on different sites
    4) Article submission -submit 400-500 word articles that are reworded from the articles on your site. 5 a week on a particular AS site would be good; it's best to hire someone for this task
    5) Web 2.0 sites - create content on squidoo, hubpages and link to your site
    6) social media - create twitter account and facebook fan pages for your sites

start with these for now. Hope this helps

I have had sites come up #1 in the SERPs before with just one sentence of content. The secret...is authoritative backlinks and many of them! Try to get as many as you can, and it will work wonders on your sites.

A trick I learned in college was to utilize the web server space given to us along with the university's IT domain (universityofxxx.edu/studentname/) and make several small blog sites and web pages. These carried a lot of weight - even if they were not great sites because of the edu domain. It is common practice nowadays for universities to issue webspace to their students. Hire an intern with this capability and utilize his or her university assets! These backlinks will really help.

I agree with this only if you have interesting content that will be linked to. content with insight, opinions... otherwise, links become much more important.
