The Best Way To Start SEO Linking?

I decided to start getting into search engine optimization. The past three years I have relied heavily on PPC and now its time I dive into something new. I do have quite a bit of expirience in SEO but have never tried to build an Authority website with fresh content added multiple times per day. Most of my experience is with articles and such and I know there has to be much more to it.

I have a new website that is not indexed by any search engines yet. It has about 30 pages of original content, every page has been researched as well as keyword optimized and I designed it on an optimized website design.

My question is. What is the best way to introduce this website to Google? I know how to use articles and forums and blogs but what I really want to know is am I better off to skip much of the articles and such and go right to buying Page Ranked links from related websites?

Since linking plays such a major role in SEO, what is the best way to start it? How should the linking aspect of the website be maintained? Which pages of the website should you send PR Links to which helps to best optimize an entire website?

Any Tips Would Be Great. I have some ideas for what I think the search engines would like to see but dont want to mess it up.

    Thanks a Bunch

Just make your link building look as natural as possible. Gradually build up a lot of links using a variety of strategies and a variety of link anchor texts. Personally I wouldn't recommend just skipping to buying high page rank links. Without the supporting links, those links would not help as much. To start out, do some social bookmarking or submit a press release. Then mix in other stuff like articles, forum signatures, blog comments, etc. If in doubt, use soft such as SEO Elite to analyze the backlinks of the top ranked sites in your niche. Then gradually built up a similar link profile and then outdo them. It helps to build links to at least a few pages on your site at a time. This will help internal pagerank and help you get earlier rankings for some long tail keywords. Good luck.

Don't forget the On Page Optimization which means linking between all pages in your website can also weigh in search engine ranking. I learn this from Brad Callen free ebooks about Search Engine Optimization. And what vansterdam says also something that quite important in the link building process. It's not easy but it worth doing it. With strong and quality backlink your PR cannot easily drop and should be well maintain. :)
