I think you can get thhe most money by selling advertisements on your website/blog (especially in the beginning). When you are starting to get nice traffic, you should start affiliate programms. When affiliate programs don't work, you should try CPA/CPM/CPC
It depends upon the scenario. If you have a strong product or service to offer then Adwords would be best for you, If you have good traffic on your website, then Google AdSense would be best for you. As far as Affiliate programs are concerned, you need to search very hard to find a good one.
With adsense you make money fast but not to many on a long term. With affiliate marketing you make more money but you will have to work for them. Could be 1 year time without a payment.
good advice here... but generating the traffic to get any of those program to create income is the harder part i think.
