Sometimes it happens that you already have a plenty of pages and you don't know what page should be the target for all the incoming links. Some people don't care and they simply choose the front page of their website. Unless your aim is only to increase the PR of you front page and you don't care about the effectiveness and rankings, don't choose the front page only.
It is easier to focus on the homepage first. Then once your site builds some credibility with the search engines, you can begin focusing on internal pages.
When i do submissions for my site, Mostly i face links are submitted already then i do prefer to page links of my site.. well thanks for sharing..
It all depends on what are your expectation from a particular page. If you think top 10 ranking of a page helps you drive more traffic and hence business in any form then you focus on that page.
Well it's up to you to decide what pages to choose for link building (it depends on the purpose of your site). The best choise if you want your site to rank overal high on search engines is to not focus only on 1 or 2 pages instead about 30% should link to your home page and the other 70% to the ones that you believe convert better. In that way it will look like natural link building and you will get the benefits on the long run...
