    What do you mean by "IP address won't match "
    the idea of safe 3 -way link exchange is so the linking sites IP are on diffrent Class C range to start with.

    Don't bother link exchanging, it can only hurt, or waste your time. Organic one way links are best.

    Don't do link exchanges, there are a few exceptions. If the site your exchanging with is extremely high quality or a authority site. Even if that is the case, limit the number you do, you don't want a site full of links its tacky.
