    I would certainly say Photoshop is the best software for this, but it depends of course on what you want to do with the banner. If it is an ad banner, Flash is probably the best program for it. If it is a website title or something to that affect, you can make animated .gifs in Photoshop. Unfortunately .gifs are only limited to 256 colors and have 1 bit transparency, so whatever you make transparent will have a hard edge. One would think that by now something would be done about this, and I suppose .png animation which supports alpha transparency is in the works, but it doesn't work on all browsers. It also depends on how you want your banner to be animated. If it is text animation, you can do that sort of thing with Flash, jQuery, Javascript, and even CSS. But if you are animating images then I'd say Photoshop or Flash.

    I am personally using photoshop to create banners and animate them but I would say for creating smooth animated banenrs you can use flash and adobe after effects. Both this software have great animation facilities and can be smooth and faster animation

    I'll go with adobe after effect. Very good on making animated one. banner, logos, video, etc. anything that moves.

    There was a time when there was Adobe ImageReady if I recall correctly. When you finished designing a banner in Photoshop you just clicked a button 'switch to imageready' and from there you could animate the banner and export for web. Great program.

    I use Photoshop for animation myself, but there is a great new FREE option from Google, its brand new and i have only began using it myself, but its pretty awesome for animated banner creation. It does a bunch of other stuff for the coders in the bunch to, im not coder so i havent messed much with the css and html options it has.     I primarily use GIMP. It's completely free and open source. I've made many many animations using GIMP.

    If you want more efficiency, use ToonBoom. I use ToonBoom studio. Though it cost me somewhere around $250-$300, it paid for itself once I sold enough animations made in ToonBoom Studio. ToonBoom can export individual images, movie files AND .swf (flash files).

    These are all alternatives to Adobe products.
