Google is most scientifistic algoritym ever evolved for presenting optimum result. After google i find bing very successful.
Google provides exact search results .They have the technology and infrastructure to provide accurate search results . All others including Bing are just crap . Microsoft's advertising campaign improved the traffic to to Bing and the traffic it brings . But internally in the core its nothing but the old live search .
Yes, its true that google ranks bad pages also if they do the SEO quite correctly. But still it primarily emphasizes on quality and has the best algorithm to catch webspam. Any other search engines will suffer this problem but google has best defend among them. Moreover google has biggest database of indexed pages, so it shows best results no doubt.

Lets say we need to purchase a product there are two sellers in the market one who is selling it for 10$ and one selling very similar or same for 50$ the one who is selling it for 50$ might advertise it hire team to advertise or may use some ways of marketing and the one who is selling it for 10$ have not a budget to advertise or market it thats why s/he is selling it with low price Google show results who selling it for 10$ ??? No so the thing available for $10 we have to buy it for 50$ because we do not know some one else is also selling it for cheaper because we have not found it on Google
I don't know if Google is the best, but it is the most important so that is the only thing important for seo.
