The best, richest, most powerful banner creating program?

    What is it? Can you recommend it to me? I see they're usually pretty cheap, in the neighborhood of $50 or so and that's affordable. What's the single best one that can create magic so to speak? Flash banner btw is the first point of inquiry. Thx.
