TLA is the best, but it is true that you need PR4 website to be approved. Another option for smaller sites is TNX.net
Stay away from TLA because your site will be penalized for selling links. Google hate TLA, see if you can find them in the search engine. LinkWorth is better in my personal experience.
Be careful, lots of sites have their toolbar pagerank whited out because of TLA and link selling. Make sure the links on your site are to websites that actually benefit the users who are visiting there. For example, why would you link to a pharmacy site from your jokes website? It takes more than being in the same "category" of another site, you really need to be in the same or a related niche.

Sites are penalized. That's what people talking about. Use TLA only on websites without good serps. Not on high quality sites That's what im thinking.
Direct-Link-Ads has been the highest paying for me... PR does not seem to be a big factor, number of pages is more important. Eric
TLA makes it super easy for anyone to see what sites are selling links. That is NEVER a good thing. They are a target.

I've had sites page rank slapped for using it so yeah, if you care about PR than stay away (and most people pay for the pr transfer...)
