Yes, and you can make money when it goes up AND down. BTW, I'm not saying you should put it in the market. If you don't have a business, do that first. Then take part of your profits and put it into your investment portfolio.
invest in a site that interests you. 3000 can buy a decent established site that has traffic and also has much to improve on.

you won't get much for $3K these days - but doesn't mean you can't achieve something with it. It's all down to what YOU want, not what other people think you should need or do with it. You're asking the wrong question in the wrong place.
I would suggest you to invest with some Professional managed Account people. Some of mine friends have done this and they are really earning a nice 10-15% growth in there funds per month. You can Google and find some.
The best way is to buy a domain.. and run a blog or something on it. Then invest all the rest of cash in buying links. Ofcourse you need to find a good keyword.
