    I am working on a directory submission at the moment, and the best resources (already mentioned) are:
    - Aviva Directory - List of Strongest links
    - Directory critics
    Directory critic is great, but a lot of free directories mentioned in the list have really poor PR (Some of them are great however)
    On I would highly recommend is Best of the Web (www.botw.org). They are doing 20% of directory submission at the moment !
