    In my opinion as long as the web directory has decent amount of indexed page, it is good quality and worth submit to.

    I really dont think there's ONE BEST directory to submit sites to. I kinda use my own "scan" strategy while choosing directories...

    I think DMOZ would be your best bet and the ones that tackle the best category of your targeted niche. Use the following code to Google related directory:
    {keyword} + “add a site”
    {keyword} + “submit url”

    We cant tell which one is better but you can only focus on high PR directories cuz all those will give you much benefit.
