The best ad network which doesnt need strict conditions

Hi,
I have recently launched a new website.As popups,pouunders are highly disturbing for the visitors,i would like to start with native ads.
What is the best ad network which accept new site with low traffic in your idea?
I hate fraud,scams ad networks,also i want an ad network which pay based both CPM and CPC.

Adsense just launched native ads but I guess they require more traffic. Mgid should work for you I think. As regards to pop ads, I found that users don't complain about pop under ads, only about popups. I;m using a pop under and a vpn banner from Admaven for quite a while and I get no complaints.
