You are confusing yourself with PR in mind. Look at this way. A link is a good link if its relevant to your site topic, keep that in mind and you'll be on the right track for better results.

It really depends on competitors. If you have a very small and unique niche, and there are no competitors - you can get top 5 even without backlinks.
Backlinks count as a vote for your site. The better the site giving you a backlink is - the heavier that vote is.

However, competitors aren't sleeping. They also think about getting higher in the results. So if you got 500 backlinks, but they got 1000 - you will still be lower than them.

it's not the quantity, it's the quality.
Or a good combination of both
it can't do harm to have many PR1 or 0 back links, but you must make sure that you have
at least few quality links (both in high PR and relevancy)
Now how to get quality links?
    this is the tricky part
One option is to contact established bloggers or webmasters in your niche
and ask them to link to tour site (for a usually not so high fee)
Another way is to write unique content, that's worth linking too, and wait

you should probably do both, and think of new ways of your own. the main thing is to be creative

Stay with related links and plenty of them or related links which are high page ranked, and plenty of them!!

Make sure you check a website out before you link to it, make sure its relevant and has the same sort of keywords.

    Will.
