No it isn't, but that's because most people don't even know 10 operating systems, let alone the 10 worst, like I said earlier. Going by its content, the thread should be titled The 10 Worst Windows Editions of All Time... with a sub heading of Which Do You Hate Most, Vista or ME (XP Rocks and Ubuntu is Uber)? :)

Vista is stable most and fastest OS ever, But it costs to buy resources for it. Ram is cheap like pennies, get 8 GB RAM and a quad core CPU, and u cant be happier.

In my opinion windows ME is the worst OS i have used, as win 98 SE was lot better.

Then vista is worst OS for its high requirement.

How come its all Windows? What about versions of Linux? OSx? Unix? For me, the worst OS of all time is Windows ME.

    It's easy to disable.

If I remember ok, just go to Control Panel > User accounts > Enable or disable UAC.

Been running the RC of Windows 7 with no issue since it was released - Not seeing any Mac resemblance. I like the libraries and updated taskbar - its just a progression of the one in xp and can be customised - Nothing like the OSX dock. Bouncing Icons are the most annoying gui "feature" ever released.
