    Is it illegal to state something is copyrighted when it in fact is not?

    If it is, what steps can one go threw in order to make it legal?

    Once it's written, it's protected by copyright. If you mean someone's saying they own a copyright that actually belongs to someone else, then it depends... if it's your work they're claiming ownership of, you can contact a lawyer, have it deindexed from search engines, often get their host to pull the content down if they won't, etc.
