I believe its like it sounds -
Thank You is in the present tense
Where maybe be thanking you is the past tense
example - I was "thanking you" in my speech

    I dunno

There's no big difference. It's just English grammer.

    Thank you. :)

    The difference would be spelling.

I never heard 'Thanking you' used in formal condition.
Maybe you can use it for your friends but not common to use it in business or something like it.

My old "grammar" told me to go thanking everyone that thanks me. It's a linguistical merry-go-round :D

Thank you - is used when you want to "express" your gratitude
Thanking you - i guess is the "act" of how to say "thank you" like "thanking a person"
*ohhh i really don't know, am just guessing. lol.

"Thank you" is more direct, on dot -->
eg: Thank you very much for your reply,
Where as "Thanking you" is followed by, not restricted to an action, emotion...
eg: Thanking you most heartily, or Thanking you faithfully

    Eeeks.. hope I'm right !! :)

    That's right I think so

Thanking you is mostly used in letters whereas "thank you" is said directly to person or group of persons...
