    But what are the minimum requirements to be approved in text link ads?
    Page rank? Alexa?
    Or what?

    There is noy any certain criteria like google ads.Editors look and approve(or not) your site.

    you must have some form of visible metric for your site.

    If your site is automatically rejected, you can request that a manual review be made for your site and then at that time, an inventory manager will decide whether or not it is a good fit for our network.

    Links via TLA are allowed by Google new algorithm ? are they consider as paid links or not

    Yes from my experience I have never had a site with less than a PR get in.

    But lately it even PR3's are not getting in so I guess it's up to PR4's or more before you get through the door...
