You pay them a monthly fee (price depends on how strong the link is) and they place a static text link on one of the sites they have a relationship with.

Google has said that if they find out websites are selling links they will discount all links on the site. IMO if you can get traffic from the link at a good price, then it makes sense for you but I personally would not pay a monthly fee for a link. You're better off buying lifetime links or using the money some other way like PPC. At least that way you're guaranteed traffic for the money you spend.

I used them for a few months starting about a year ago but ironically enough my rankings went down in Google for the anchor text I used on the links. From what I can see now, it looks like the system is still the same.

I'm happy with them, theirs no reason for it to cost you rankings buying links there. I sell a few and buy a few.

When I worked for an SEO firm, I worked with some clients who liked using them and others who felt like they wasted their money. It is a tough call because there is no tangible evidence that you are getting something for your money, unless you do get some traffic from the link.

    - Adwords
    - Adbrite <-- good one
    - YPN
    - Lycos PPC
    - Find relevant sites in your industry and offer $$ for a prominent link/banner

You'll get more traffic this way.

Adbrite is javascript links if I remember right, text-link-ads are static html... how anyone can claim they hurt you or don't help is beyond me... if that's the case then how can getting links via DP be any better?

The only thing I see is that most of the links are overvalued, and they only pay out about 25% to the publisher... but there are some good values there if you look hard enough.

We buy about 20 links a month from text link ads. There are a lot of good bloggers that are part of their network, and advertising on those sites seems to have a decent return. If you target related sites to your own, then there is a good change you will get well qualified traffic from those links.

Definitely track each link and review every few months to make sure you are getting a return out of them.

As far as SEO goes, they are probably well detected by Google and thus have poor SEO benefit.

Also, if you're a seller, they take a 50% cut. Seems way too much to me!
