Yes, although its more normally referred to by the HTML attribute name of keywords rather than keyphrase.

i have used both the keyword and keyphrase meta on the page so is there any harm in using both the metas??

 

Other than the very tiny factor of having a slightly longer load time for your page, there is no harm in using a meta tag named keyphrase, although I've never known anywhere that makes use of a meta tag with that name.
