    get backlinks from high pr pages, you can try do-follow bolg commenting. Not tried it myself but i have heard from other people's experience that it does help.

    Don't get too focused on PR. Do the right things in terms of onpage and offpage SEO and PR will come with time. PR alone does not translate directly into SERPS.

    also you can do good linking within your site - it is very usefull to adding PR to inner pages.
    It works for google.
    The links must be only direct do not use java scripts.Google counts all links to all pages and gives each of them some specific weight - try it see the webmaster tools and check each page.
