submit the forum in as many as free directories you can. you can hire peoples to post 3-4k posts in forum. you can join the related forums as well and write the signature with your forum url. Get a few banners made and participate in a related banner exchange. you can also write some good and unique article about your forum and submit that as many as article directories you can, with a link to your forum in it. You can also create a mailing list (Opt-in) and send out monthly or bi-monthly newsletters with professionally written articles that is directly related and helpful to the members, this will keep members coming back.
You can try to give away great prizes for top posters, seed discussions with all your own replies but with different nicks might help.
