    Tax Exemption for Consultant?

    Hi,
    My associate is working as consultant in a private company as Technical Consultant, every month we need to raise bill for which we get cheque of 35,000 Rs. The TDS of 3500/- Rs is already deducted every month. Because of this his paying more and more TDS. his having life insurance policy of premium, other 80c investment.
    Can any tell me how he can get TDS refunded?
    Can he shows rental receipts as expenses ?
    Can he show mobile bill as expenses ?
    Can he show my traveling expenses ?
