Targetting Cities

    Hi couple of questions,

    I'm setting up a new campaign to target cities (stem the city names on the end of the keyphrase).
    The landing page is highly relevant though it doesn't mention the city name.
    Should I create a page for each city and mention that city or is this overkill and a bit too spammy?

    Secondly, is it futile to think that if my competitors are bidding £7 for top placement without relevant cities in their matches and using broad match that I could somehow get near the top for a very low price though with the city names? I noticed that at the moment I'm right at the bottom (on page 6) after just starting the campaign.

    I guess I've worked out the second question, and that I need to pay more to get my rank number up higher.

    Any ideas on the first question? There's about 20 or so cities.
