Targeting multiple countries - domains - Your Opinion

I'm doing a report on targeting multiple countries - for example if a site's target audience is in the UK and the U.S., but not in other countries. In your opinion, what TLD would be best to use in such a case? I would think that .com would be best as it is more generic, but this means that .co.uk domains can take precedence over the .com domain on google.co.uk, meaning it's really mainly targeting Google U.S. (and there is more competition on google.com with .com TLDs anyway, so it may be more difficult to rank higher there as well).

    Opinions? Thoughts? Advice?
