Targeting a certain keyword that's in a directory

Alright so I have domain x.com

I have targeted the main keyword I wanted successfully for Google for the root x.com domain.

However, the next keyword (let's say 'Whatever Games') I want to work on is most potent in the x.com/games/ directory of my site. I plan on submitting/purchasing some links with the anchor text obviously being 'Whatever Games'.

    My question is this:

When building links, should I have the link point to x.com or x.com/games/, having the anchor text read 'Whatever Games'?

Both. Build links everywhere and vary their anchor text. Make it look natural. Natural is hardly ever the exact same.
