Agreed. However make sure you target different pages for different keywords for better efficiency. On-Page Seo is a must before you begin with off-page Seo. I'd also suggest that you do some extensive research on your keywords regarding global monthly searches, average cpc, etc.. before you finalize them.
Don't stuff more than 5 keywords in your page's tag. Try to use different set of keywords for each blog post or pages on your new site. Meta keyword is is completely ignored by Google and Yahoo in their ranking, but Bing still consider it.

Minimum 3 Maximum no limit..Its up to your ability that how much you use those keywords.For new site your main focus must be your services.Your main focusing keywords must be included in first 50 words..Also in your anchor text and H1.
It is no hard and fast role to numbered it. But I agree that these will more than 3 and less that 6. Then you can use these keywords more effectively. And also take care of searches what they have.
The title keywords should be your targeted keywords and it is the best to choose as your targeted keyword.
I would suggest each page target a single keyword phrase (possibly 2 or 3 IF they are almost identical, mean the same thing, and are different by no more than a single modifier word). Make as many pages as needed to target each of the keyword phrases you want to rank for. It might be useful to note that search engines do NOT rank web sites... They rank individual URLs. So you're SITE shouldn't be targeting keyword phrases, the individual pages on your site should.
for websites i prefered to choose 6-8 keywords. Its different than pages. Personally i will choose 3 long tail keywords for shoot my keyword target.
Its all depends on ur site content and location. Second its also depend on your topic of site. I think u start SEO with atlest 5 to 6 keyword. It good for u.
Our process is to initially start a site with 5-6 keywords. We do this because that is a good number of pages to get index in the beginning and it is a good number of pages for the visitors that come to our site. Once we build our site then we start promoting it and 5-6 keywords is a good number of keywords to target as anchor text backlinks. Ours is a process that we have tweaked and tested over the years to make it as efficient as possible so that when we enter a niche we can have the basics all done in 30 days (we do a lot of promotion of our new sites). hope this helps... j
