Target specific URLs

Quick question; is there a way of targetting specific URLs, or words in a URL?

The reason I ask is because I operate a recipe website which I built from a freely available script - so there's quite a few other recipe websites out there using it that have the same page structure as I do. I've noticed on my website and on a lot of the other recipe websites that on the submission page one of my competitors always get their add on the submission page, which says "Submitting your recipe - why not submit to ours too?". How do they do it? Is there a way for them to target the submit-recipe.cgi page so that they know their add is defintely appearing on the submission page?

    Any help, appreciated

Yes, you can target 1 specific page from an entire website
