    Can I use "&" instead of "and" it title and description tags? I just need to make the titles shorter. Does is make any difference?

    Sure you can use the symbols like '&' to shorten the title.

    yes, no issue if you can use symbol instead of word, there is no difference between then as per search engine terms and condition.
