Are you using a CMS? If your website is a standalone collection of singular PHP pages then it would be quite complicated to achieve. I can help further once you let me know if you're using a CMS or not and what it is you're actually wanting to include in the cloud. Bare in mind tag clouds aren't really optimization, and in fact convolutes your website with random, often unrelated content to what is actually on your pages.
A tag cloud is a visual depiction of user generated tag and used typically to describe the content of web sites. tags are usually single world and the importance of tag is showing with font size and color.
Some advise to improve sites: 1. Write reports and spread them on others websites. 2. Add sitemap page in site. 3. Add META tag description in site. 4. Add Alt Tag for images which in site. 5. Write title page in <title>...</title> tag.
