It is nearly impossible to rank well for one word keywords. If you somehow did rank well for all three of those words (even more impossible), then you probably could also rank well for any combination of those words. You might still need links with that exact phrase though. If you just want to rank well for 'download free game' and 'free game download', then you would need quality back links with each version of the phrase as link anchor text.

A person searching for "download" could be looking for software download, eBook download, music download and the list will go on. Even if you ranked for such a generic keyword and get tons of traffic, it would be followed by an equally high bounce rate. Is it worth it?

That could be possible. If you rank number one on those one-word keywords, then there is a high percentage that you will also be number one on long-tail keywords that is composed of 3-4 key phrases. Anyway, I suggest you begin your optimization to long-tail KWs before going to one-word search terms.
With that very competitive keyword? are you kidding? with a lot of site that uses that keyword I don't think that it would be enough...try to research more, it will help
for downloads, I think someone has a PR7 on it. Like download.com which is 20 years old. Game might be easier. Free is also impossible
