I don't see the logic behind this, just apply as normal like everyone else. The only reason that Adsense won't approve you for their network is if your site is poor in the first place. Put togther a good structure and some good intial content and adsense will approve you. The other way is to get a blogger account and then apply as you nearly always get an account that way

You can always apply for a Google Adsense account if you have a decent blog especially blogspot and gmail account. It's not tough to get an account but getting another account for yourself is another story. And I would not require another account as one is enough and can be use on all you websites and blogs.

getting an account should be that simple..all you need to do is make your website or blog adsense friendly. and you can be approve by adsense. you can always apply for adsense for free. remember that you should have a quality website and not MFA or made for adsense.

Just make a blog and apply if it gets rejected then wait for 6 months (by this time make ur blog useful and work on link building. Use other ads to income.)
