I myself have always used adbrite, as they do interstituals (or however its spelt) Which are a big earner. I belive they can do cpm and they have 100% Fill rate. Or canep media for my cpm floating banners. They're pretty good.
I believe paypopup has banners that you can use, but not sure if they thrown a popup in with that banner ad or not. Adbrite and Adengage is something that may work for you, but not 100% sure on this as I have never really tried them for earning money, but have advertised on them.
I would recommend adbrite, they have a great inventory and you can reject low paying advertisers. I get a higher cpm from them than other cpm companies.
whats your site? I just launched an anime site 2 days ago and my Adsense stats for today is 1,628 impressions, 13 clicks, .80% ctr. Maybe you should try moving around the ads a bit?
Why not ad thenewsroom http://www.thenewsroom.com text stories, videos, images related to animation. If you ad 5 text stories and 5 images to each page and you get say 5,000 pageviews you get paid $10 for every 1000 raw pageviews so youd make $50 per day with 5,000 pageviews/daily, $70 per day with 7,000 etc...
