If you targeting making something worth it, you have to invest heavy and don’t count on any profit for at least 1 year.
That is the first deadly sin on directories, offer no free listings and populate it yourself with authority sites.
I think domain names, promotion and lots of time are key for running a good directory however i think the most important thing is the script that you use! If the script you use to run your directory doesn't work very well, has bugs, isn't user friendly, then your directory is likely to fall flat on its face. Having features such as SEO friend page generation, ban control, email responders although not being essential are things that provide that extra little bit of quality that other directories lack.
No one know what will happen in next year. If google changes the PR arithmetic(discard paid backlinks), most of directories will die. Just my 2 cents

create categories as you go rewrite all descriptions for submitted sites start with a paid dir if you want to have a paid dir dont make too many deep categories for small amount of sites, let the more general cats fill up before having enough sites to make sub cats dont sell all the ad space on your dir off before you have got a decent pr
Invest, invest, work hard, invest, spend time, spend money, invest. It takes time to build a quality directory just like it does any web site. None of the popular directories around here became so, overnight. All of the owners have worked hard and invested a lot of time and money.
