I think from CPD you want to say CPC (i.e. Cost Per Click). Your CPC and ad position depends on the CTR also.... first check what is the CTR of your keyword and ad copies. If CTR is low, try to revise your ad copy for more clicks. The higher the CTR, the higher the quality of your ad copy... the lower will be your CPC.
Research and refine your keywords. Usually most users just give a look at your ad rather than reading it.
