Do this search on Google or whatever,

    php "add site"
    php "add url"
    php "submit site"
    php "submit url"

    java "add site"
    java "add url"
    java "submit site"
    java "submit url"

    perl "add site"
    perl "add url"
    perl "submit site"
    perl "submit url"

    ect..........

Then just go to each page and find the submit link button and submit it if its free, skip it if it is not. Or pay if you want to :)

Probably remove your pop under first :D
Sometimes ppl may be reluctant to exchange link with sites that had popunder

Say you write a script for me for my website, request a link from me. If you do not web related programming for my company, request I link back to you from my website.

Write some programming tutorials or articles for sites that allow you to include your signature that points back to your website.

write a few ogood javascripts and submit them to many free script sites. Some of those pages are PR4 or even PR5.
