I guess it depends if you're willing to pay or not. As far as good resource links, maybe a web hosting/web design directory?..Just a thought

if you have a budget for spending backlinks , i suggest you to use paid directories. if you dont want to pay for the backlinks, you can use free directories. http://forums.digitalpoint.com/showthread.php?t=315153 is good list for free directories

 

It will be better if before building backlinks to yr site with good long-tailed keywords, needs to make sure proper seo is done on site.

 

a indian site ? then you should recieve traffic from google.co.in . try doing some long tail links. that should help
