I'd say Lukads. I don't know if you want to advertise of be a publisher, but Lukads will do fine in both cases.
Advertisers are protected by the anti-fraud system, which refunds you when money was spent on fraudulent clicks/views, and for publishers there's the awesome 95% revenue share that you get.

 

Checkout Adsense, they seems to provide quality traffic. Otherwise AdBrite is another good one

 

Nothing Can combat Adsense and if you want to make big money then Adsense is your final first and final choice
