You have a few options available to you:

Freelance. This would be doing work for other people such as designing and coding. You speak of not having the reputation, but, remember, everyone has to start someone and build up a reputation. Apply for a few projects and see where that takes you. All you need is 1 or 2 faithful clients and you'll be well on your way.

Make your own sites. This would probably be more profitable. You could code custom designs for your websites and then add some content, working on traffic, SEO and trying to get some pagerank. Then, you could monetize the site with an advertising program/affiliate programs to earn you money. You could then either keep the website and earn from it or sell it on.

No problem, that's what we're here for ;)

Advertising wise, you should work on SEO and sumbit your site to different directories. There are soo many different ways to advertise a website, check out the General Marketing section for some more tips. As for your website, I'm not 100% what it is about? I'm assuming it's a place where you can find a freelancer? If it is, you'll have to do a lot of marketing and advertising as there are already some big sites in that niche.

I think your idea is good, there are many freelancer hiring sites out there but if you market your site, you'll have the buyers and providers. In this niche, to become successful is not easy. so many people start and give up, but its possible to become success. It depends on the marketing strategies and your effort.

i have noticed on a lot of freelance sites the n00bs offer highly discounted work
that is something you can do to get work and then when your reputation gets up you can charge more!

scour the programming and design areas of the DP buy/sell/trade. a lot of people post their programming work in design because they are looking for someone to design a system for them...

If you offer a review copy - ie you offer to do a job really cheap to get people knowing your name, and you do good work then you are off with 1 itrader and already you are building reputation and contacts...

Charge on.Setup your site and put in some of your portfolio and ask some of your client to write testimonial for you.Its should be work. And you can make your site notice by client by link building and blog commenting at related niche and at the end of it put a link back to your website
