If its just for testing you could always just Google for some free cPanel hosts (most of them will support WP), any should do, I'm sure there's likely tons of results for that. Do you have any other requirements that may help with the search?

Why not test locally on your computer? It seems way easier and since you're just testing themes, it wouldn't be any different from testing live on the internet.
