How can I create an image or a logo with some subtle animation? Is there an online service or software that can accomplish this? Thanks.

It doesn't matter if it's subtle or not, the technique is the same.

Different tools work in different ways but the method I like and which would be best for you is where you have a background image that is always visible and then layers shown over the top - these are mostly transparent except for the bit that has to change. Keeps the file size small and the changes obvious (when editing). I've used photoshop to do it that way and I'm sure Gimp would be the same.
