    I have recently improved rankings using directory submission, it's usually best to outsource the task to someone else who does it regularly though as otherwise its a very time consuming task. You can get it outsourced rather cheaply.

    Don't rely on it solely.

    Request to change up the listing and title as many times as possible.

    Use the links as a way to give your link portfolio of mixed untargeted links, thus improving the chances of your targeted one way links passing value (this is just a theory by the way, I don't have any solid proof on this one).

    Do directory submission in batches, only doing more when it's necessary.

    It's best to use niche related ones of course, but I wouldn't be too concerned about which ones to use as I don't see any particular directory being able to hurt rankings.

    directorycritic.com maintains a good list of active directories.
