if it's a new site with no links than do submit. doesn't hurt. however if it's a well built site with some initial incoming links it might even be an advantage to not submit, plus in this case you will be enlisted in google faster that if you would have submitted
If you just leave it to that. or just submit to google and wish for the crawlers to come to your site it would take ages. Is a valid suggestion to submit your site to all the social bookmarking sites this would speed up the process. Use Digg, Stumble upon, delecious & technorati for best results. I hope this helps.

I don't think you need to submit your website to Google. For faster indexing submit your website pages on Top social media sites like Digg.com, Delicious.com, Propeller.com, StumbleUpon.com etc
Just put the link in your signatures on forums, and it will be crawled.. The submit form on google.com is just an empty form

If you submit your website directly to google, it will be indexed after 2 weeks approximately. If google bot find a link to your website somewhere, it will be indexed automatically. If not, it won't. Thus, if you can't achieve a link to your website, it would be better to register manually. Remember that speed of reindexing differs from website to website depending on its significance for google. Sometimes if you obtain cool link, your website will be visited by google bot faster then after manual registration.
I would submit in my experience I got indexed quicker. I would also use the webmaster tools (I sware by them) especially if google indexes a page you do not want them to index you can get it removed.
I would submit it because it can't hurt. It only takes about 3 seconds to submit and its better then nothing.
Not Digg is the best place for placing your link, but this is other question. Actually if you submit your link in website indexed by google, google bot will craw your website
i think you need to submit sitemap and home page once in google and after 1 month or 15 days u again submit and start getting high pr back links that also help in google to take your site data
i never submit to google. google always find site himself when i start link building... hell he is sometime index my new site even if i dont link it anywhere
