I think what you are talking about is your social security number - are you in the US?

 

If you are US citizen and you have a SSN, then you have to fill the form. But if you're not US citizen and don't have any US activities then you can leave it blank and skip to the next part.

It is just a one time thing - at least it was for me

 

ye you just have to enter pin and tax information once and after that you don't have to worry about that and you will get the cheque
