Submit services, is it a scam?

    When submitting my links to webdirectories, i regularly see ad's like "Submit service: We manually submit your website to 300 SEO friendly webdir's for only $39.95!"

    Is this something one can trust ? Why are they doing it so cheap ?
    If you have experience with this services, which ones do you recommend ?

    If they do it manually there is no reason for errors, also some provide a list of urls so you can check that your site is correclty listed
