I would (and have) escalated to a claim, he hasn't replied to me, there are too many people who have handed over money, no one has reported a finished order and he could empty his PayPal account very quickly, so I have escalated mine to a claim.
Well paypal denied my claim instantly after I escalated it, stating that their user agreement does not apply to the quality of goods (services) received. It may have been the way I filed the claim, as I filed that he had started the order, and that it was incomplete. Very disappointing - guess I learned my lesson on this one, going for the ultra cheap price and someone with little reputation. Hope you all have better luck.
Brazen, As I always said, the cheap prices attribute to the number of submissions he is going to over run. If he charges 25$ for 1000 submissions he is only going to do 500-600 and not at all start a few ones. Im really happy to note that you guys understood the fact and I think this thread should be made a sticky to show people who say " Other people offer 25$ for 1000 submissions on DP"
I'll have you a bet scammers will just charge higher (making people believe they are genuine) and still do 600 submissions when they say they will do 1000.
Although I am in no way concerned with the thread but I can rest assure you that not all who charge $25 for 1000 submissions are scammers and do 500-600 submissions and do not start a few ones. I myself had started such an offer doing 1000 submissions and had completed all orders on time and all my customers were happy with my work.
