If it's for search engines you don't have to submit it, just link it from this forum including the link in your signature. If it's for directories there's a specific section in these forums where you'll find plenty. In theory there's no limit, if that is also what you're asking.
All important search engines use only a few link databases for their results. These source databases are Google, Yahoo, MSN, DMOZ, Overture, WISENut and Teoma. In last three you can get only via a link at an existing website.
