The difference is because about half of the time, the page strength tool does not pull all of the data points (e.g. often alexa is missed), giving a result that is lower than the site's actual page strength.

Whenever I do an update of the directory list, I make sure that all of the data points are pulled before making a change to the list.

Well, you can believe that or you can check for yourself.

    For instance, goguides:
    http://www.seomoz.org/page-strength/www.goguides.org

Right now, the tool is showing a page strength of 2.

The tool is saying that isn't in the top 10 in Google for its title, but a search reveals it's number 1:
    http://www.google.com/search?q=GoGuides.Org Directory & Search

The tool is saying that the site has no pagerank, but checking this shows a pagerank of 6:
    http://livepr.raketforskning.com/?u=http://www.goguides.org
